3     Substitute Amendment for Amendment (538905) (with ballot
4statement amendment)
5     On page 1, line 23, through page 2, line 8,
6remove:  all of said lines
7
8and insert:  directly connected therewith. It may be invoked by
9filing with the custodian of state records a petition containing
10a copy of the proposed revision or amendment, signed by a number
11of electors in each of one half of the congressional districts
12of the state, and of the state as a whole, equal to eight
13percent of the votes cast in each of such districts respectively
14and in the state as a whole in the last preceding election in
15which presidential electors were chosen.
16     (b)  A revision or amendment to this constitution proposed
17by initiative may not have as its purpose any purpose that may
18be accomplished by general law and must amend or repeal, in
19whole or in part, an existing section or sections of this
20constitution on the same subject as the amendment or revision.
21For purposes of this subsection, a purpose that may not be
22accomplished by general law shall be limited to amending an
23existing limitation on governmental power set forth in this
24constitution, amending an existing basic or fundamental right of
25a citizen of this state as set forth in Article I, or amending
26the basic structure of state government as set forth in Article
27II, Article III, Article IV, or Article V. For purposes of this
28subsection, a purpose that may be accomplished by general law
29includes, but is not limited to, a purpose to direct the
30exercise of existing governmental power.

40measure provides that a purpose that may not be accomplished by
41general law shall be limited to amending an existing limitation
42on governmental power, amending an existing basic or fundamental
43right of a citizen as set forth in Article I of the State
44Constitution, or amending the basic structure of state
45government as set forth in Article II, Article III, Article IV,
46or Article V of the State Constitution. The measure further
47provides that a purpose that may be accomplished by general law
48includes a purpose to direct the exercise of existing
49governmental power.
