| 2 | An act relating to license plates; amending ss. 320.08056 | ||
| 3 | and 320.08058, F.S.; creating a Family First license | ||
| 4 | plate; providing for the distribution of annual use fees | ||
| 5 | received from the sale of such plates; providing an | ||

| 8 | Be It Enacted by the Legislature of the State of Florida: | ||
| 9 | |||
| 10 | Section 1. Paragraph (ss) is added to subsection (4) of | ||
| 11 | section 320.08056, Florida Statutes, to read: | ||
| 12 | 320.08056 Specialty license plates.-- | ||
| 13 | (4) The following license plate annual use fees shall be | ||
| 14 | collected for the appropriate specialty license plates: | ||
| 15 | (ss) Family First license plate, $25. | ||
| 16 | Section 2. Subsection (45) is added to section 320.08058, | ||
| 17 | Florida Statutes, to read: | ||
| 18 | 320.08058 Specialty license plates.-- | ||
| 19 | (45) FAMILY FIRST LICENSE PLATES.-- | ||
| 20 | (a) The department shall develop a Family First license | ||
| 21 | plate as provided in this section. The word "Florida" must | ||
| 22 | appear at the top of the plate, and the words "Family First" | ||
| 23 | must appear at the bottom of the plate. | ||
| 24 | (b) The annual use fees shall be distributed to Family | ||
| 25 | First to fund programs, projects, seminars, events, and family | ||
| 26 | resources that promote principles for building marriages, | ||
| 27 | guiding parents, and raising children. Family First shall retain | ||
| 28 | all revenues from the sale of the plate until its startup costs | ||
| 29 | for developing and establishing the plate have been recovered. | ||
| 30 | Up to 5 percent of the funds received by Family First may be | ||
| 31 | expended for administrative costs directly associated with the | ||
| 32 | operations of Family First. Up to 20 percent of the funds | ||
| 33 | received by Family First may be expended for promoting and | ||
| 34 | marketing the license plate. Family First may expend all | ||
| 35 | remaining funds for programs. | ||
| 36 | Section 3. This act shall take effect July 1, 2004. | ||
