14 On page 134, between lines 18 and 19,

16 insert:
17 Section 61. Subsection (4) of section 945.025, Florida
18 Statutes, is amended to read:
19 945.025 Jurisdiction of department.--
20 (4)(a) Nothing contained in chapter 287 shall be
21 construed as requiring competitive bids for health services
22 involving examination, diagnosis, or treatment.
23 (b) A contract in which the department, in exchange
24 for revenue, authorizes a vendor to use governmental authority
25 or property for the purpose of selling goods or services to a
26 person shall be considered a procurement of contractual
27 services. This procurement shall be competitively solicited
28 in accordance with part I of chapter 287 if the sum of the
29 estimated gross revenues to be generated under the contract
30 for the state and the contractor over the contract term exceed
31 the threshold amount for CATEGORY TWO in s. 287.017.
