6An act relating to enterprise zones; authorizing a
7governing body within the boundaries of a consolidated
8government to apply to the Office of Tourism, Trade, and
9Economic Development to amend the boundaries of an
10enterprise zone to include a federal empowerment zone;
11authorizing the Office of Tourism, Trade, and Economic
12Development to approve the enterprise zone boundary
13amendment application; authorizing the Office of Tourism,
14Trade, and Economic Development to amend the boundaries of
15an enterprise zone in the City of Brooksville/Hernando
16County; limiting the size of the boundary amendment;
17requiring an application for the amendment by December 31,
182004; authorizing the governing body of certain counties
19to apply to the Office of Tourism, Trade, and Economic
20Development to amend the boundaries of a certain area
21within a certain enterprise zone; requiring the office to
22approve the application under certain circumstances;
23providing requirements; providing an effective date.

25Be It Enacted by the Legislature of the State of Florida:
26
27     Section 1.  Notwithstanding any other provision of law, a
28governing body located wholly within the boundaries of a
29consolidated government may apply to the Office of Tourism,
30Trade, and Economic Development to amend the boundary of its
31existing enterprise zone. The area proposed for addition to the
32enterprise zone must include the three noncontiguous areas
33designated as a federal empowerment zone under the 2000
34Community Renewal Tax Relief Act without any limitations as to
35size. The Office of Tourism, Trade, and Economic Development may
36approve an amendment to the enterprise zone boundary lines
37provided the application is submitted before December 31, 2004,
38and meets the requirements of this section.
39     Section 2.  Notwithstanding any other provisions of law,
40the Office of Tourism, Trade, and Economic Development may amend
41the boundaries of an area designated as the City of
42Brooksville/Hernando County Enterprise Zone # 2701. The boundary
43amendment must not increase the overall size of the enterprise
44zone by more than 5 square miles. The increased area shall be
45contiguous to the existing enterprise zone. The boundary
46amendment must also be consistent with the limitations imposed
47by s. 290.0055, Florida Statutes. The application package for
48the boundary amendment must be submitted by December 31, 2004.
49     Section 3.  Notwithstanding any other provision of chapter
50290, Florida Statutes, the governing body of any inland county,
51with a state-designated enterprise zone and a population greater
52than 500,000, may apply to the Office of Tourism, Trade, and
53Economic Development to amend the boundaries of such an
54enterprise zone. The increased areas shall be contiguous to the
55existing enterprise zone. The office shall approve the
56application as long as the amended area does not exceed 5 square
57miles and is consistent with the categories, criteria, and
58limitations imposed by s. 290.0055, Florida Statutes, upon the
59establishment of such enterprise zone. The enterprise zone
60boundary amendment application must be received before December
6131, 2004.
62     Section 4.  This act shall take effect July 1, 2004.
