1	A bill to be entitled
2	An act relating to educational facilities; amending s.
3	1013.735, F.S., relating to the Classrooms for Kids
4	Program; revising the formula for determining each school
5	district's share of the annual appropriation for the
6	Classrooms for Kids Program; providing that a percentage
7	of the appropriation shall be used to reduce class size;
8	providing an effective date.

10	Be It Enacted by the Legislature of the State of Florida:

12	Section 1. Subsection (1) of section 1013.735, Florida
13	Statutes, is amended to read:
14	1013.735 Classrooms for Kids Program.--
15	(1) ALLOCATION.--The department shall allocate funds
16	appropriated for the Classrooms for Kids Program. It is the
17	intent of the Legislature that this program be administered as
18	nearly as practicable in the same manner as the capital outlay
19	program authorized under s. 9(a), Art. XII of the State
20	Constitution. Each district school board's share of the annual
21	appropriation for the Classrooms for Kids Program must be
22	calculated according to the following formula:
23	(a) Twenty-five percent of the appropriation shall be
24	prorated to the districts based on each district's percentage of
25	base capital outlay full-time equivalent membership, and 65
26	percent shall be based oneach district's percentage of growth
27	capital outlay full-time equivalent membership averaged over the
28	previous 3 years as specified for the allocation of funds from
29	the Public Education Capital Outlay and Debt Service Trust Fund
30	by s. 1013.64(3).
31	(b) Sixty-five percent of the appropriation shall be
32	prorated to the districts based on each district's percentage of
33	the state's classroom needs to reduce class size pursuant to s.
34	1003.03(2).
35	(c)(b) Ten percent of the appropriation shall be prorated
36	to the districts that currently meet the requirements of s.
37	1003.03(1)(a), (b), or (c) must be allocated among district
38	school boards according to the allocation formula in s.
39	1013.64(1)(a).
40	Section 2. This act shall take effect July 1, 2004.
