House Resolution
2A resolution congratulating the City of Miami Beach, All-
3America City.

5     WHEREAS, on June 14, 2003, at an impressive ceremony held
6in Washington, D.C., Miami Beach was chosen from among a list of
730 finalists nationwide to receive one of the 10 coveted All-
8America City Awards for 2003, and
9     WHEREAS, the All-America City Award, a 54-year-old program
10of the National Civic League, annually honors 10 communities
11deemed to best exemplify the spirit of grassroots citizen
12involvement and cross-sector collaborative problem solving, and
13     WHEREAS, introduced by the chair of the All-America City
14Jury as a community that "embraced diversity and embraced
15cultural cooperation," Miami Beach was judged on its projects
16"Neighborhood Services," which works to improve neighborhood
17assets, help residents access city resources, and identify
18community needs; "Planned Progress," a coalition of concerned
19residents, community organizations, and city government that
20promoted the issuance of bonds with which to fund capital
21improvements currently being implemented in each of the city's
2213 neighborhoods; and the "Truancy Intervention Program," or
23"TIP," a collaborative effort by the city, county, public
24schools, state attorney's office, and community-based agencies
25to identify and provide early intervention services to youth at
26risk of school failure and truancy, and
27     WHEREAS, in applauding the City of Miami Beach for having
28joined the ranks of nearly 500 American communities that have
29been recognized since 1949 as having exhibited extraordinary
30ingenuity, collaboration, and positive results, it is fitting to
31endorse the sentiments of the president of the National Civil
32League that these cities, symbolizing the best of the nation,
33serve as an inspiration to communities across the United States
34that are facing similar challenges, NOW, THEREFORE,

36Be It Resolved by the House of Representatives of the State of
37Florida:

39     That the City of Miami Beach is proudly acknowledged as a
40recipient of the prestigious All-America City Award and is
41extended sincere gratitude and hearty congratulations for the
42efforts and accomplishments that have led to this well-merited
43recognition.
44     BE IT FURTHER RESOLVED that a copy of this resolution be
45presented to David Dermer, Mayor of the City of Miami Beach, as
46a tangible token of the sentiments expressed herein.
