| 12 | Be It Enacted by the Legislature of the State of Florida: |
| 13 |
|
| 14 | Section 1. Section 381.91, Florida Statutes, is amended to |
| 15 | read: |
| 16 | 381.91 Jessie Trice Cancer Prevention Program.-- |
| 17 | (1) It is the intent of the Legislature to: |
| 18 | (a) Reduce the rates of illness and death from lung cancer |
| 19 | and other cancers and improve the quality of life among low- |
| 20 | income African-American and Hispanic populations through |
| 21 | increased access to early, effective screening and diagnosis, |
| 22 | education, and treatment programs. |
| 23 | (b) Create a community faith-based disease-prevention |
| 24 | program in conjunction with the Health Choice Network and other |
| 25 | community health centers to build upon the natural referral and |
| 26 | education networks in place within minority communities and to |
| 27 | increase access to health service delivery in South Florida. |
| 28 | (c) Establish a funding source to build upon local private |
| 29 | participation to sustain the operation of the program. |
| 30 | (2)(a) There is created the Jessie Trice Cancer Prevention |
| 31 | Program, to be located, for administrative purposes, within the |
| 32 | Department of Health, and operated from the community health |
| 33 | centers within the Health Choice Network in South Florida. |
| 34 | (b) Funding may will be provided to develop contracts with |
| 35 | community health centers and local community faith-based |
| 36 | education programs to provide cancer screening, diagnosis, |
| 37 | education, and treatment services to low-income populations |
| 38 | throughout the state. Pilot programs will be initially created |
| 39 | in the communities of Goulds, Naranja, Coconut Grove, Liberty |
| 40 | City, and East Little Havana in Dade County and Dunbar in Lee |
| 41 | County. |
| 42 | Section 2. This act shall take effect July 1, 2004. |
