4	Remove lines 1339-1344 and insert:
5	court. The supervisor has the burden of establishing that a
6	voter's name was legally removed from the statewide voter
7	registration system. The cost of the appeal must be paid by the
8	losing party. If a person can show that he or she is indigent,
9	the cost of the appeal must be paid by the supervisor of
10	elections.
