| 6 | initiative. The probable financial impact of the initiative |
| 7 | shall be the estimated increase or decrease in any revenues or |
| 8 | costs to state or local governments resulting from the full |
| 9 | implementation of the proposed initiative, including those |
| 10 | resulting from the enactment, revision, or repeal of legislation |
| 11 | by state and local governments that would be required to fully |
| 12 | implement the initiative, and from the exercise of any expanded |
| 13 | authority or discretion that would be granted to any entity by |
| 14 | the passage and full implementation of the proposed initiative. |
