14 On page 9, between lines 13 and 14,

16 insert:
17 Section 3. Subsection (3) of section 159.703, Florida
18 Statutes, is amended to read:
19 159.703 Creation of research and development
20 authorities.--
21 (3) The resolution shall designate not less than five
22 persons who are residents and electors of, or have their
23 principal place of employment in, the county as members of the
24 authority created for said county. Of the members first
25 appointed, one shall serve for 1 year, one for 2 years, one
26 for 3 years, and the remainder for 4 years and in each case
27 until his or her successor is appointed and has qualified.
28 Thereafter, the board shall appoint for terms of 4 years each
29 a member or members to succeed those whose terms expire. In
30 addition to the other members, the president of each
31 affiliated institution of higher education, or the president's

1 designee, shall be a member of the authority and shall serve
2 ex officio. Except as to members who serve ex officio, the
3 board shall fill any vacancy for an unexpired term. A member
4 of the authority shall be eligible for reappointment. Any
5 member of the authority may be removed by the board for
6 misfeasance, malfeasance, or willful neglect of duty. Each
7 member of the authority before entering upon his or her duties
8 shall take and subscribe the oath or affirmation required by
9 the State Constitution. A record of each such oath shall be
10 filed with the Department of State and with the clerk of the
11 circuit court.
12 (a) The Innovation Research and Development Authority
13 created by resolution of the Leon County Board of County
14 Commissioners shall have a membership as follows: four members
15 designated by Florida State University; two members designated
16 by Florida Agricultural and Mechanical University; one member
17 designated by the Tallahassee Community College; one member
18 designated by the City of Tallahassee; one member designated
19 by the Leon County Board of County Commissioners; and one
20 member designated by the National High Magnetic Field
21 Laboratory at Florida State University.
22 (b) The Innovation Research and Development Authority
23 shall transfer title to property and facilities to those
24 affiliated institutions of higher education that have issued
25 bonds to secure them. Those affiliated institutions of higher
26 education that have issued bonds to secure property and
27 facilities within the Research and Development Park are exempt
28 from fees levied by the authority unless otherwise agreed to
29 in writing.
