| 5 | (j) Select an independent research organization, which may |
| 6 | be a public or private entity or university, to which |
| 7 | participating private schools must report the scores of |
| 8 | participating students on the nationally norm-referenced tests |
| 9 | administered by the private school. The independent research |
| 10 | organization must annually report to the Department of Education |
| 11 | on the year-to-year improvements of participating students. The |
| 12 | independent research organization must analyze and report |
| 13 | student performance data in a manner that protects the rights of |
| 14 | students and parents as mandated in 20 U.S.C. s. 1232g, the |
| 15 | Family Educational Rights and Privacy Act, and must not |
| 16 | disaggregate data to a level that will disclose the academic |
