| 3 |      Amendment (with title amendment) | 
| 4 |      Remove everything after the enacting clause and insert: | 
| 5 |      Section 1.  This act may be cited as the "Pro High-Quality  | 
| 6 | Health Care for all Floridians Act of 2005." | 
| 7 |      Section 2.  The Department of Financial Services, Office of  | 
| 8 | Insurance Regulation, in consultation with the Department of  | 
| 9 | Health, the Agency for Health Care Administration, and any other  | 
| 10 | agency necessary for the completion of this proposal, shall  | 
| 11 | undertake to develop and propose a comprehensive health care  | 
| 12 | delivery system for all residents of the state. The proposal  | 
| 13 | shall provide a sustainable plan for transforming Florida's  | 
| 14 | health care system into one which shall provide each resident  | 
| 15 | all services necessary for the maintenance of health, diagnosis  | 
| 16 | and treatment, and rehabilitation following injury, disability,  | 
| 17 | and/or disease. The goal is to create a plan where every  | 
| 18 | Floridian will receive high-quality affordable health care.    | 
| 19 | The Department of Financial Services shall deliver the proposal  | 
| 20 | to the Governor, the Speaker of the House of Representatives,  | 
| 21 | the President of the Senate, and the House and Senate Minority  | 
| 22 | Leaders by January 1, 2007. | 
| 23 |      Section 3.  This act shall take effect July 1, 2005. |

| 28 | An act relating to health care; providing a popular name;  | 
| 29 | requiring the Department of Financial Services, in  | 
| 30 | consultation with certain other agencies, to develop and  | 
| 31 | propose a comprehensive health care delivery system for  | 
| 32 | all residents of the state; providing requirements for  | 
| 33 | such proposal; requiring a report to the Governor and the  | 
| 34 | Legislature; providing an effective date. |
