5     Remove line(s) 1856-1904 and insert:
6length of the proposed program, and the total projected cost to
7students and the state. Funds for a grant provided pursuant to
8this section must be used to support new students and not to
9supplant current funding or students.
10     (b)  Document the workforce need to be addressed.
11     (c)  Demonstrate a pool of qualified applicants.
12     (d)  Be submitted by an accredited public or nonpublic
13postsecondary educational institution in the state that provides
14postsecondary instruction in a field specified in the priority
15list established pursuant to subsection (5). For purposes of
16this section, postsecondary educational institutions include
17school district career centers that offer postsecondary
18programs.
19     (e)  Indicate the number of postsecondary diplomas,
20certificates, or degrees that the institution will award using
21funds received pursuant to this section and the fields in which
22the diplomas, certificates, or degrees will be awarded.
23     (f)  Indicate how the funds received will leverage private
24industry contributions, grants, or scholarships and how the
25funds will be used to offset costs to the state for program
26startup or expansion or to offset student tuition costs.
27     (5)  By March 1, 2006, and annually thereafter, the State
28Board of Education, the Board of Governors, and the board of
29directors of Workforce Florida, Inc., shall each advise the
30Legislature of the state's most pressing workforce needs for
31postsecondary instruction and the geographic locations of these
32needs. The Legislature shall annually establish a priority list
33for funds provided pursuant to this section in the General
34Appropriations Act.
35     (6)  The rankings and decisions of the request-for-
36proposals process shall be made by the State Board of Education
37based on the priority list established pursuant to subsection
38(5).
39     (7)  Grant recipients must enter into a contract with the
40state to produce a specific number of graduates in the
41designated program within a specific time period. Grant
42recipients must submit periodic reports to the department
43documenting compliance with the accountability measures
44established by the department.
45     (8)  Subsequent to the first year of funding for the
46SUCCEED, FLORIDA! Crucial Professionals Program, priority for
47awarding grants shall be for renewal grants to programs that are
48making adequate progress toward their contracted production,
49including nursing programs and teaching programs at institutions
50that received funding from the SUCCEED, FLORIDA! Crucial
51Professionals Program during the 2005-2006 fiscal year. Renewal
52award amounts shall be tied to student retention; the production
53of degrees, certificates, or diplomas; the number of graduates
54placed in the targeted professions in the state; or other
55accountability measures determined by the department.
