13         Senate Amendment (with title amendment) 
14         Lines 2980-3065, delete those lines
15  
16  and insert:  
17         (2)  SCHOOL PERFORMANCE GRADE CATEGORIES.--The annual
18  report shall identify schools as being in one of the following
19  performance grade categories defined according to rules of the
20  State Board of Education:
21         (a)  "A," Schools making excellent progress.
22         (b)  "B," Schools making above average progress.
23         (c)  "C," Schools making satisfactory progress.
24         (d)  "D," Schools making less than satisfactory
25  progress.
26         (e)  "F," Schools failing to make adequate progress.
27  
28  Each school designated in performance grade category "A,"
29  making excellent progress, or having improved at least two
30  performance grade categories, shall have greater authority
31  over the allocation of the school's total budget generated

The rule must 3 provide that the increased budget authority shall remain in 4 effect until the school's performance grade declines. 5 (3) DESIGNATION OF SCHOOL PERFORMANCE GRADE 6 CATEGORIES.--School performance grade category designations 7 itemized in subsection (2) shall be based on the following: 8 (a) Timeframes.-- 9 1. School performance grade category designations 10 shall be based on the school's current year performance and 11 the school's annual learning gains. 12 2. A school's performance grade category designation 13 shall be based on a combination of student achievement scores, 14 student learning gains as measured by annual FCAT assessments 15 in grades 3 through 10, and improvement of the lowest 25th 16 percentile of students in the school in reading, math, or 17 writing on the FCAT, unless these students are performing 18 above satisfactory performance. 19 (b) Student assessment data.--Student assessment data 20 used in determining school performance grade categories shall 21 include: 22 1. The aggregate scores of all eligible students 23 enrolled in the school who have been assessed on the FCAT. 24 2. The State Board of Education shall adopt appropriate 4 criteria for each school performance grade category. The 5 criteria must also give added weight to student achievement in 6 reading.
