18 Section 1. Subsection (15) is added to section
19 1009.24, Florida Statutes, to read:
20 1009.24 State university student fees.--
21 (15)(a) The Campus Board of the University of South
22 Florida St. Petersburg is authorized to submit a proposal to
23 the University of South Florida Board of Trustees to assess a
24 student-center-support fee.
25 (b) Notwithstanding the provisions of subsection (3),
26 the sum of the activity and service, health, athletic, and
27 student-center-support fees that a student is required to pay
28 to register for a course offered by the University of South
29 Florida St. Petersburg shall not exceed 40 percent of the
30 tuition established in law or in the General Appropriations
31 Act. However, the student-center-support fee assessed pursuant

1 to this subsection is not subject to the 5 percent cap imposed
2 by subsection (3).
3 (c) Notwithstanding the provisions of ss. 1009.534,
4 1009.535, and 1009.536, the student-center-support fee
5 assessed under this subsection may not be included in
6 calculating the amount a student receives for a Florida
7 Academic Scholars award, a Florida Medallion Scholars award,
8 or a Florida Gold Seal Vocational Scholars award.
9 (d) The fee must be recommended by a committee, at
10 least half of whom are students appointed by the president of
11 the student body. The Campus Board must appoint the remainder
12 of the committee. A chair, appointed jointly by the Campus
13 Board and the president of the student body, shall vote only
14 in the event of a tie. The recommendations of the committee
15 shall take effect only after approval by the university
16 president, after consultation with the student body president,
17 with final approval by the University of South Florida Board
18 of Trustees.
19 (e) The revenues from the fee may be used to retire
20 bonds or other forms of indebtedness issued or procured for
21 the purposes of planning, constructing, equipping, and
22 operating the student center facility.
23 Section 2. This act shall take effect July 1, 2005.
