11 The Committee on Health Care (Peaden) recommended the
12 following amendment:

15 On page 3, lines 1 and 2, delete those lines
16
17 and insert: establishing a contract grants program for
18 increasing the capacity of nursing programs at public
19 universities. Institutions may apply for grants from this
20 program if the application includes a contract between the
21 institution and the state to produce a specific number of
22 nursing graduates within an appropriate time period. The
23 division must give priority to institutions that target for
24 enrollment and graduation exiting military personnel, students
25 seeking postgraduate degrees, and students committed to
26 serving as faculty within state public or private nursing
27 programs. The division must encourage institutions to form
28 public or private partnerships to match the grant through
29 financial or in-kind contributions. Grants may be used for
30 capital or operating purposes, including student financial
31 assistance. The division will report to the Legislature by
