  1                      A bill to be entitled

  2         An act relating to trust funds; creating the

  3         Citizen Soldier Matching Grant Trust Fund

  4         within the Agency for Workforce Innovation;

  5         requiring that moneys in the trust fund be used

  6         to award matching grants to private sector

  7         employers who provide wages to employees

  8         serving in the United States Armed Forces

  9         Reserves or the Florida National Guard while

10         such employees are on federal active duty;

11         providing for future review and termination or

12         re-creation of the trust fund; providing a

13         contingent effective date.

15  Be It Enacted by the Legislature of the State of Florida:

16  

17         Section 1.  The Citizen Soldier Matching Grant Trust

18  Fund.--

19         (1)  The Citizen Soldier Matching Grant Trust Fund is

20  created within the Agency for Workforce Innovation. Funds

21  credited to the trust fund shall consist of moneys

22  appropriated by the Legislature for the purpose of awarding

23  matching grants to private sector employers that provide wages

24  to employees serving in the United States Armed Forces

25  Reserves or the Florida National Guard while those employees

26  are on federal active duty.

27         (2)  In accordance with Section 19(f)(2) of Article III

28  of the State Constitution, the trust fund shall be terminated

29  on July 1, 2009, unless terminated sooner. Before its

30  scheduled termination, the trust fund shall be reviewed as

31  provided in section 215.3206(1) and (2), Florida Statutes.

 1         Section 2.  This act shall take effect July 1, 2005, if

 2  SB ___, or similar legislation creating the Citizen Soldier

 3  Matching Grant Program, is adopted in the same legislative

 4  session or an extension thereof and becomes law.
