13         Senate Amendment (with title amendment) 
14         On page 79, between lines 11 and 12,
15  
16  insert:  
17         Section 14.  In addition to other quality assurance
18  standards required by law or rule or in an approved federal
19  waiver, and in consultation with the Department of Elderly
20  Affairs and area agencies on aging, the Agency for Health Care
21  Administration must develop quality assurance standards that
22  are specific to the care needs of elderly individuals. The
23  quality assurance standards must measure enrollee outcomes and
24  satisfaction with care management and home and community-based
25  services that are provided by managed care plans to recipients
26  who are 60 years of age or older. The agency shall contract
27  with area agencies on aging to perform initial and ongoing
28  measurement of the appropriateness, effectiveness, and quality
29  of care management and home and community-based services that
30  are provided to the recipients and to collect and report the
31  resolution of enrollee grievances and complaints. The agency

Florida Senate - 2005 SENATOR AMENDMENT Bill No. CS for CS for SB 838 Barcode 384180 1 and the department must coordinate the quality measurement 2 activities performed by area agencies on aging with other 3 quality assurance activities required by this section in a 4 manner that promotes efficiency and avoids duplication. 5 Section 15. In demonstration areas, the area agency on 6 aging shall serve as the aging resource center. Except as 7 otherwise provided in this section, the aging resource center, 8 if available, must be the entry point for eligibility 9 determination for persons who are 60 years of age or older, 10 and must provide choice counseling to assist recipients in 11 choosing a plan.
