12  following amendment:

14         Senate Amendment (with title amendment) 
15         On page 78, between lines 25 and 26,
16  
17  insert:  
18         Section 14.  In addition to other quality assurance
19  standards required by law or rule or in an approved federal
20  waiver, and in consultation with the Department of Elderly
21  Affairs and area agencies on aging, the Agency for Health Care
22  Administration must develop quality assurance standards that
23  are specific to the care needs of elderly individuals. The
24  quality assurance standards must measure enrollee outcomes and
25  satisfaction with care management, nursing home services, and
26  other services that are provided by managed care plans to
27  recipients who are 60 years of age or older. The agency shall
28  contract with area agencies on aging to perform initial and
29  ongoing measurement of the appropriateness, effectiveness, and
30  quality of services that are provided to the recipients and to
31  collect and report the resolution of enrollee grievances and

The agency and the department must coordinate the 2 quality measurement activities performed by area agencies on 3 aging with other quality assurance activities required by this 4 section in a manner that promotes efficiency and avoids 5 duplication. 6 Section 15. In demonstration areas, the area agency on 7 aging shall serve as the aging resource center. Except as 8 otherwise provided in this section, the aging resource center, 9 if available, must be the entry point for eligibility 10 determination for persons who are 60 years of age or older, 11 and must provide choice counseling to assist recipients in 12 choosing a plan.
