14 Delete everything after the enacting clause

16 and insert:
17 Section 1. Subsection (5) is added to section 197.402,
18 Florida Statutes, to read:
19 197.402 Advertisement of real or personal property
20 with delinquent taxes.--
21 (5) Notwithstanding the provisions of this section,
22 the counties of Lake, Marion, Seminole, and Sumter shall enter
23 into a pilot program for the next two full property tax
24 cycles. During this time the tax collector in each county
25 shall, in lieu of the advertisement required in subsection
26 (3), advertise once at least 21 days prior to a sale under
27 that subsection. At the end of this 2-year pilot program, the
28 tax collector in each of the counties named in this subsection
29 shall submit a report to the President of the Senate and the
30 Speaker of the House of Representatives, on or before October
31 1, 2007, which compares the effectiveness of single

1 publication versus the effectiveness of triple publication by
2 listing the number and percentage of properties on which
3 delinquent taxes were paid after the single publication in
4 comparison to the number and percentage of properties on which
5 delinquent taxes were paid after three publications.
6 Section 2. This act shall take effect July 1, 2005.

11 On page 1, lines 4 through 10, delete those lines

13 and insert:
14 amending s. 197.402, F.S.; creating a pilot
15 program for certain counties to study the
16 effectiveness of current legislation that
17 governs the advertisement of real or personal
18 property with delinquent taxes; providing
19 requirements for the pilot program; requiring
20 the tax collector of each county to report to
21 the Legislature on the results of the pilot
22 program; providing an effective date.
