6An act relating to the University of South Florida St.
7Petersburg; amending s. 1009.24, F.S.; authorizing the
8Campus Board of the university to submit a proposal to
9assess a student-center-support fee to the University of
10South Florida Board of Trustees for approval; providing a
11cap on the sum of the fees students are required to pay
12for courses; prohibiting the inclusion of the fee in
13calculating the amount a student receives under specified
14scholarship awards; providing procedures for fee
15recommendation and approval; providing authorized uses of
16revenues from such fee; providing an effective date.

18Be It Enacted by the Legislature of the State of Florida:

20     Section 1.  Subsection (15) is added to section 1009.24,
21Florida Statutes, to read:
22     1009.24  State university student fees.--
23     (15)(a)  The Campus Board of the University of South
24Florida St. Petersburg is authorized to submit a proposal to the
25University of South Florida Board of Trustees to assess a
26student-center-support fee.
27     (b)  Notwithstanding the provisions of subsection (3), the
28sum of the activity and service, health, athletic, and student-
29center-support fees that a student is required to pay to
30register for a course offered by the University of South Florida
31St. Petersburg shall not exceed 40 percent of the tuition
32established in law or in the General Appropriations Act.
33However, the student-center-support fee assessed pursuant to
34this subsection is not subject to the 5 percent cap imposed by
35subsection (3).
36     (c)  Notwithstanding the provisions of ss. 1009.534,
371009.535, and 1009.536, the student-center-support fee assessed
38pursuant to this subsection shall not be included in calculating
39the amount a student receives for a Florida Academic Scholars
40award, a Florida Medallion Scholars award, or a Florida Gold
41Seal Vocational Scholars award.
42     (d)  The fee must be recommended by a committee, at least
43half of whom are students appointed by the president of the
44student body. The Campus Board must appoint the remainder of the
45committee. A chair, appointed jointly by the Campus Board and
46the president of the student body, shall vote only in the event
47of a tie. The recommendations of the committee shall take effect
48only after approval by the university president, after
49consultation with the student body president, with final
50approval by the University of South Florida Board of Trustees.
51     (e)  The revenues from such fee may be used to retire bonds
52or other forms of indebtedness issued or procured for the
53purposes of planning, constructing, equipping, and operating the
54student center facility.
55     Section 2.  This act shall take effect July 1, 2005.
