| 6 | the task force; requiring a report; providing an effective | 
| 7 | date. |

| 9 | Be It Enacted by the Legislature of the State of Florida: | 
| 10 | 
 | 
| 11 | Section 1.  Film, Print Media, and Entertainment Industry | 
| 12 | Task Force.-- | 
| 13 | (1)  The Film, Print Media, and Entertainment Industry Task | 
| 14 | Force is created for the purpose of studying the film, print | 
| 15 | media, and entertainment industries in the state and the state's | 
| 16 | relationship to those industries in order to gather information | 
| 17 | that will expand and accelerate the growth and development of | 
| 18 | the film, print media, and entertainment industries within the | 
| 19 | state. | 
| 20 | (2)  The duties of the task force shall include, but not be | 
| 21 | limited to: | 
| 22 | (a)  Holding meetings within and outside the state as | 
| 23 | necessary for the purpose of gathering information from members | 
| 24 | of the film, print media, and entertainment industries with | 
| 25 | respect to methods by which the growth and development of those | 
| 26 | industries within the state may be expanded and accelerated. | 
| 27 | (b)  Making recommendations to the Governor and the | 
| 28 | Legislature with respect to: | 
| 29 | 1.  The means by which growth and development in the film, | 
| 30 | print media, and entertainment industries in the state can best | 
| 31 | be achieved, which may include, but not be limited to, | 
| 32 | improvement in the delivery of services necessary to attract the | 
| 33 | film, print media, and entertainment industries to the state. | 
| 34 | 2.  Legislation needed to promote growth and development in | 
| 35 | the film, print media, and entertainment industries and ensure | 
| 36 | that Florida remains competitive with other states and nations | 
| 37 | in attracting those industries to the state, which may include, | 
| 38 | but not be limited to, the creation of dedicated sources of | 
| 39 | revenue and incentives designed to encourage the growth and | 
| 40 | development of those industries within the state. | 
| 41 | (3)(a)  The task force shall consist of seven members to be | 
| 42 | appointed by the Commissioner of Film and Entertainment. | 
| 43 | (b)  The members of the task force shall elect a chair and | 
| 44 | a vice chair from among its membership. The chair shall preside | 
| 45 | at all meetings of the task force. | 
| 46 | (c)  The task force shall meet at the call of the chair or | 
| 47 | at the request of a majority of its membership. | 
| 48 | (d)  A vacancy on the task force shall be filled by the | 
| 49 | commissioner for the remainder of the unexpired term. | 
| 50 | (e)  Members of the task force shall serve without | 
| 51 | compensation but shall be entitled to per diem and travel | 
| 52 | expenses as provided in s. 112.061, Florida Statutes, while | 
| 53 | engaged in the performance of their duties. | 
| 54 | (4)  The task force shall submit a final report of its | 
| 55 | findings and recommendations to the Governor, the Speaker of the | 
| 56 | House of Representatives, and the President of the Senate no | 
| 57 | later than June 30, 2007, which shall include recommendations | 
| 58 | for any legislation needed to ensure that Florida remains | 
| 59 | competitive with other states and nations in attracting the | 
| 60 | film, print media, and entertainment industries to the state. | 
| 61 | Section 2.  This act shall take effect July 1, 2006. |
