14 On page 42, between lines 14 and 15,

16 insert:
17 Section 7. Section 216.346, Florida Statutes, is
18 amended to read:
19 216.346 Contracts between state agencies; restriction
20 on overhead or other indirect costs.--In any contract between
21 state agencies, including any contract involving the State
22 University System or the Florida Community College System, the
23 agency receiving the contract or grant moneys shall charge no
24 more than a reasonable percentage 5 percent of the total cost
25 of the contract or grant for overhead or indirect costs or any
26 other costs not required for the payment of direct costs. This
27 provision is not intended to limit an agency's ability to
28 certify matching funds or designate in-kind contributions that
29 will allow the drawdown of federal Medicaid dollars that do
30 not affect state budgeting.
