11  The Committee on Health Care (Dawson) recommended the
12  following amendment:
13  
14         Senate Amendment (with title amendment) 
15         On page 37, between lines 9 and 10,
16  
17  insert:  
18         (9)  The managed care pilot programs may not be
19  increased in number or expanded into new areas of the state
20  without the express permission of the Legislature.
21         (10)  The Office of Program Policy Analysis and
22  Government Accountability, in consultation with the Auditor
23  General, shall comprehensively evaluate the two managed care
24  pilot programs created under this section. The evaluation
25  shall begin when the office, in consultation with the Auditor
26  General, deems there is sufficient, reliable data available
27  following implementation of the two managed care pilot
28  programs. The evaluation shall continue for 24 months after
29  the office has deemed that sufficient, reliable data is
30  available. The evaluation must include assessments of cost
31  savings; consumer education, choice, and access to services;

 1  coordination of care; number of encounters; and quality of
 2  care by each eligibility category and managed care plan in
 3  each pilot site. The evaluation must describe administrative
 4  or legal barriers to the implementation and operation of each
 5  pilot program and include recommendations regarding statewide
 6  expansion of the managed care pilot programs. The office shall
 7  submit an evaluation report to the Governor, the President of
 8  the Senate, and the Speaker of the House of Representatives no
 9  later than 6 months after the office has completed its
10  evaluation.

14  And the title is amended as follows:
15         On page 3, line 2, after the semicolon,
16  
17  insert:
18         providing that the managed care pilot programs
19         may not be increased in number or expanded into
20         new areas of the state without the express
21         permission of the Legislature; requiring the
22         Office of Program Policy Analysis and
23         Government Accountability, in consultation with
24         the Auditor General, shall comprehensively
25         evaluate the two managed care pilot programs
26         created under the act; providing that the
27         evaluation begin when there is sufficient,
28         reliable data available after implementing the
29         managed care pilot programs; providing the
30         evaluation continue for 30 months after the
31         office has deemed that sufficient, reliable
