11 The Committee on Community Affairs (Bennett) recommended the
12 following amendment:

14 Senate Amendment (with title amendment)
15 On page 2, lines 14-17, delete those lines
16
17 and insert: grounds or basis, including a citation to the
18 applicable ordinance or other legal authority, for the
19 issuance or denial of the license. For purposes of this
20 section, the term "license" means a permit, certification,
21 registration or similar form of authorization required by the
22 county, but it does not include a license required primarily
23 for revenue purposes when issuance of the license is merely a
24 ministerial act.
