11 The Committee on Community Affairs (Bennett) recommended the
12 following amendment:

14 Senate Amendment (with title amendment)
15 On page 2, lines 25-27, delete those lines
16
17 and insert: the applicable ordinance or other legal
18 authority, for the issuance or denial of the license. For
19 purposes of this section, the term "license" means a permit,
20 certification, registration or similar form of authorization
21 required by the municipality, but it does not include a
22 license required primarily for revenue purposes when issuance
23 of the license is merely a ministerial act.
