1	A bill to be entitled
2	An act relating to the Rupert J. Smith Law Library, St.
3	Lucie County; amending chapter 2001-326, Laws of Florida;
4	providing for the appointment of additional members to the
5	board of trustees; providing for supersedure of
6	inconsistent law; providing an effective date.

8	Be It Enacted by the Legislature of the State of Florida:

10	Section 1.  Section 1 of section 3 of chapter 2001-326,
11	Laws of Florida, is amended to read:
12	Section 1.  There is hereby created a Board of Trustees to
13	be known as "Board of Trustees, Rupert J. Smith Law Library of
14	Saint Lucie County," which said board shall consist of five
15	three members; the membership of the said board shall consist of
16	a Circuit Judge who is a resident of Saint Lucie County, to be
17	designated by the Chief Judge of the Nineteenth Judicial
18	Circuit, one member of the Board of County Commissioners of
19	Saint Lucie County to be chosen by the said Board of County
20	Commissioners biennially, two and one active practicing
21	attorneys attorney who reside resides in Saint Lucie County, one
22	to be appointed by the president of the Saint Lucie County Bar
23	Association and one to be appointed by the president of the Port
24	Saint Lucie Bar Association, and a lay member to be appointed by
25	the president of the Friends of Saint Lucie County Library
26	Association, Inc. At the time this act takes effect, two
27	attorneys one attorney shall be appointed for a term of 1 year,
28	beginning on the first Tuesday after the first Monday in January
29	of each year. The Board of Trustees shall have full power and
30	authority to establish, operate, and maintain one or more law
31	library facilities within Saint Lucie County at such place or
32	places as may, from time to time, be designated by said Board of
33	Trustees; to prescribe rules and regulations as to its own
34	functions and organization; and to prescribe and enforce rules
35	and regulations as to the use, maintenance, and operation of
36	said law library. Said Board of Trustees shall purchase books,
37	furniture, equipment, and supplies either for cash or upon
38	retained title or other contracts that shall be payable solely
39	out of said law library fund and not otherwise.
40	Section 2.  All provisions of law which are in direct
41	conflict with this act are hereby superseded to the extent of
42	such conflict.
43	Section 3.  This act shall take effect upon becoming a law.
