| 9 | Be It Enacted by the Legislature of the State of Florida: |
| 10 |

| 11 | Section 1. Cargo container inspections; study by the |
| 12 | Department of Transportation.--The Department of Transportation |
| 13 | is directed to conduct a comprehensive study of current |
| 14 | procedures for inspecting cargo containers at airports, |
| 15 | seaports, and railroad stations in this state. The study shall |
| 16 | include a review of the current inspection procedures, number of |
| 17 | inspections relative to the total number of cargo containers, |
| 18 | equipment and technology used and available for the inspections, |
| 19 | and the costs of that equipment and technology. The department |
| 20 | shall report its findings to the Governor, the President of the |
| 21 | Senate, and the Speaker of the House of Representatives before |
| 22 | July 1, 2007. The report shall also include suggested methods to |
| 23 | increase the number of inspections to 100 percent of all cargo |
| 24 | containers, equipment and technology available to improve and |
| 25 | increase the number of inspections, and funding sources to help |
| 26 | defray the costs of improving and increasing the number of |
| 27 | inspections. |
| 28 | Section 2. This act shall take effect July 1, 2006. |
