5 | (2)(a) The council shall, by December 31, 2006, submit a |
6 | report to the Governor, the Cabinet, the President of the |
7 | Senate, and the Speaker of the House of Representatives which |
8 | recommends consensus-based public-involvement processes to |
9 | reduce greenhouse gas emissions in this state and to make such |
10 | reductions and related economic, energy, and environmental co- |
11 | benefits a state priority. |
12 | (b) The report must include recommended steps and a |
13 | schedule for the development of a comprehensive state climate |
14 | action plan with statewide greenhouse gas reduction goals and a |
15 | range of specific policy options for all economic sectors to be |
16 | developed through a public-involvement process, including |
17 | transportation and land use; power generation; residential, |
18 | commercial, and industrial activities; waste management; |
19 | agriculture and forestry; emissions-reporting systems; and |
20 | public education. |
21 | (c) The climate action plan must include: |
22 | 1. Recommendations for the development of an annual |
23 | greenhouse gas emissions inventory by the Department of |
24 | Environmental Protection, recommendations for the development of |
25 | a current comprehensive inventory of state greenhouse gas |
26 | emissions since 1990, and a similar forecast of state greenhouse |
27 | gas emissions from the present to the year 2020 or later. |
28 | 2. Recommended steps to identify areas where specific |
29 | greenhouse gas reduction policies are feasible; the costs and |
30 | benefits of each recommendation; methods for helping |
31 | individuals, institutions, and businesses reduce emissions; an |
32 | implementation schedule; and identification of funding |
33 | requirements for the development and implementation of |
34 | strategies. |
35 | 3. Consideration of the feasibility of establishing by law |
36 | a greenhouse gas reduction target to lower greenhouse gas |
37 | emissions in the state below the forecasted levels of emissions |
38 | growth in the future at maximum achievable levels. |
39 | (d) The council may appoint technical advisory committees |
40 | and technical assistance providers to provide recommendations to |
41 | assist with the intent of this subsection. |
42 | (3)(a) The council shall be comprised of a diversity of |
43 | stakeholders and may include utility providers, alternative |
44 | energy providers, researchers, environmental scientists, fuel |
45 | suppliers, technology manufacturers, persons representing |
46 | environmental, consumer, and public health interests, and |
47 | others. |
48 | (b) The council shall consist of nine voting members as |
49 | follows: |
50 | 1. The Secretary of Environmental Protection, or his or |
51 | her designee, who shall serve as chair of the council. |
52 | 2. The chair of the Public Service Commission, or his or |
53 | her designee, who shall serve as vice chair of the council. |
54 | 3. One member shall be the Commissioner of Agriculture, or |
55 | his or her designee. |
56 | 4. Two members who shall be appointed by the Governor. |
57 | 5. Two members who shall be appointed by the President of |
58 | the Senate. |
59 | 6. Two members who shall be appointed by the Speaker of |
60 | the House of Representatives. |
61 | (c) All initial members shall be appointed prior to |
62 | September 1, 2006. Appointments made by the Governor, the |
63 | President of the Senate, and the Speaker of the House of |
64 | Representatives shall be for terms of 2 years each. Members |
65 | shall serve until their successors are appointed. Vacancies |
66 | shall be filled in the manner of the original appointment for |
67 | the remainder of the term that is vacated. |
68 | (d) Members shall serve without compensation but are |
69 | entitled to reimbursement for travel expenses and per diem |
70 | related to council duties and responsibilities pursuant to s. |
71 | 112.061. |
72 | (4) The Department of Environmental Protection shall |
73 | provide primary staff support to the council and shall ensure |
74 | that council meetings are electronically recorded. Such |
75 | recording shall be preserved pursuant to chapters 119 and 257. |
76 | (5) The Department of Environmental Protection may adopt |
