| 13 | Section 5. Subsection (58) is added to section 320.08058, |

| 15 | 320.08058 Specialty license plates.-- |
| 16 | (58) FUTURE FARMERS OF AMERICA LICENSE PLATES.-- |
| 17 | (a) Notwithstanding s. 320.08053, the department shall |
| 18 | develop a Future Farmers of America license plate as provided in |
| 19 | this section. Future Farmers of America license plates must bear |
| 20 | the colors and design approved by the department. The word |
| 21 | "Florida" must appear at the top of the plate, and the words |
| 22 | "Agricultural Education" must appear at the bottom of the plate. |
| 23 | (b) The license plate annual use fee shall be distributed |
| 24 | quarterly to the Florida Future Farmers of America Foundation, |
| 25 | Inc., to fund activities and services of the Future Farmers of |
| 26 | America. |
| 27 | (c) The Florida Future Farmers of America Foundation, |
| 28 | Inc., shall retain all revenue from the annual use fees until |
| 29 | all startup costs for developing and establishing the plates |
| 30 | have been recovered. Thereafter, up to 10 percent of the annual |
| 31 | use fee revenue may be used for administrative, handling, and |
| 32 | disbursement expenses and up to 5 percent may be used for |
| 33 | advertising and marketing costs. All remaining annual use fee |
| 34 | revenue shall be used by the Florida Future Farmers of America |
| 35 | Foundation, Inc., to fund its activities, programs, and |
| 36 | projects, including, but not limited to, student and teacher |
| 37 | leadership programs, the Foundation for Leadership Training |
| 38 | Center, teacher recruitment and retention, and other special |
| 39 | projects. |
