6     Section 4.  Subsection (49) of section 320.08058, Florida
7Statutes, as amended by chapter 2005-357, Laws of Florida, is
8amended to read:
9     320.08058  Specialty license plates.--
10     (49)  LIVE THE DREAM LICENSE PLATES.--
11     (a)  The department shall develop a Live the Dream license
12plate as provided in this section. Live the Dream license plates
13must bear the colors and design approved by the department. The
14word "Florida" must appear at the top of the plate, and the
15words "Live the Dream" must appear at the bottom of the plate.
16     (b)  The proceeds of the annual use fee shall be
17distributed to the Dream Foundation, Inc. The Dream Foundation,
18Inc., shall retain the first $60,000 in proceeds from the annual
19use fees as reimbursement for administrative costs, startup
20costs, and costs incurred in the approval process. Thereafter,
21up to 25 percent shall be used for continuing promotion and
22marketing of the license plate and concept. The remaining funds
23shall be used in the following manner:
24     1.  Twenty-five percent shall be distributed equally among
25all sickle cell associations registered in the State of Florida
26as grants for programs that provide research, care, and
27treatment for sickle cell disease.
28     2.  Twenty-five percent shall be distributed to the Florida
29chapter of the March of Dimes for programs and services that
30improve the health of babies through the prevention of birth
31defects and infant mortality.
32     3.  Ten percent shall be distributed to the Florida
33Association of Healthy Start Coalitions to decrease racial
34disparity in infant mortality and to increase healthy birth
35outcomes. Funding will be used by local Healthy Start Coalitions
36to provide services and increase screening rates for high-risk
37pregnant women, children under 4 years of age, and women of
38childbearing age.
39     4.  Ten percent shall be distributed to the Community
40Partnership for Homeless, Inc., for programs that provide relief
41from poverty, hunger, and homelessness.
42     5.  Five percent of the proceeds shall be used by the
43foundation for administrative costs directly associated with
44operations as they relate to the management and distribution of
45the proceeds.
