10s. 320.08058, F.S.; revising authorized uses of the use
11fees received from sales of the Keep Kids Drug-Free
12license plate; changing the name of the Florida Memorial
13College license plate to the Florida Memorial University
14license plate; revising authorized uses of the use fees
15received from sales of the Sportsmen's National Land Trust
16license plate; creating the Homeownership for All license
17plate and providing for distribution of the fees received
18from sales of the plate; providing an effective date.

20Be It Enacted by the Legislature of the State of Florida:
21
22     Section 1.  Paragraph (z) of subsection (4) of section
23320.08056, Florida Statutes, is amended, and paragraph (eee) is
24added to that subsection, to read:
25     320.08056  Specialty license plates.--
26     (4)  The following license plate annual use fees shall be
27collected for the appropriate specialty license plates:
28     (z)  Florida Memorial University College license plate,
29$25.
30     (eee)  Homeownership for All license plate, $25.
31     Section 2.  Subsections (23), (26), and (48) of section
32320.08058, Florida Statutes, are amended, and subsection (57) is
33added to that section, to read:
34     320.08058  Specialty license plates.--
35     (23)  KEEP KIDS DRUG-FREE LICENSE PLATES.--
36     (a)  The department shall develop a Keep Kids Drug-Free
37license plate as provided in this section. The word "Florida"
38must appear at the top of the plate, and the words "Keep Kids
39Drug-Free" must appear at the bottom of the plate.
40     (b)  The annual use fees shall be distributed to the Keep
41Kids Drug-Free Foundation, Inc., which shall use the fees to
42fund activities to reduce substance abuse among residents of
43this state. The foundation shall develop a plan to distribute
44the funds for drug-abuse prevention programs.
45     (c)  Notwithstanding s. 320.08062, up to 10 percent of the
46proceeds from the annual use fee may be used for marketing the
47Keep Kids Drug-Free license plate and for administrative costs
48directly related to the management and distribution of the
49proceeds.
50     (26)  FLORIDA MEMORIAL UNIVERSITY COLLEGE LICENSE PLATES.--
51     (a)  The department shall develop a Florida Memorial
52University College license plate as provided in this section.
53The word "Florida" must appear at the top of the plate, and the
54words "Florida Memorial University College" must appear at the
55bottom of the plate.
56     (b)  The annual use fees shall be distributed to Florida
57Memorial University College.
58     (48)  SPORTSMEN'S NATIONAL LAND TRUST LICENSE PLATES.--
59     (a)  The department shall develop a Sportsmen's National
60Land Trust license plate as provided in this section. The word
61"Florida" must appear at the top of the plate, and the words
62"Sportsmen's National Land Trust" must appear at the bottom of
63the plate.
64     (b)  The annual revenues from the sales of the license
65plate shall be distributed to the Sportsmen's National Land
66Trust. Such annual revenues must be used by the trust in the
67following manner:
68     1.  Fifty percent may be retained until fifty percent of
69all startup costs for developing and establishing the plate have
70been recovered.
71     2.  Twenty-five percent must be used to fund programs and
72projects within the state that preserve open space and wildlife
73habitat, promote conservation, improve wildlife habitat, and
74establish open space for the perpetual use of the public.
75     3.  Twenty-five percent may be used for promotion,
76marketing, and administrative costs directly associated with
77operation of the trust.
78     (c)  When the provisions of subparagraph (b)1. are met,
79those annual revenues shall be used for the purposes of
80subparagraph (b)2.
81     (57)  HOMEOWNERSHIP FOR ALL LICENSE PLATES.--
82     (a)  The department shall develop a Homeownership for All
83license plate as provided in this section. The word "Florida"
84must appear at the top of the plate, and the words
85"Homeownership for All" must appear at the bottom of the plate.
86     (b)  The annual use fees shall be distributed to
87Homeownership for All, Inc., which may use a maximum of 10
88percent of the proceeds to promote and market the plate. The
89remainder of the proceeds shall be used by Homeownership for
90All, Inc., to fund programs that provide, promote, or otherwise
91support affordable housing in this state.
92     Section 3.  This act shall take effect July 1, 2006.
