11  The Committee on Government Efficiency Appropriations (Posey)
12  recommended the following amendment to amendment (155312):

14         Senate Amendment (with title amendment) 
15         On page 54, between lines 22 and 23,
16  
17  insert:  
18         Section 30.  Subsection (2) of section 322.05, Florida
19  Statutes, is amended to read:
20         322.05  Persons not to be licensed.--The department may
21  not issue a license:
22         (1)  To a person who is under the age of 16 years,
23  except that the department may issue a learner's driver's
24  license to a person who is at least 15 years of age and who
25  meets the requirements of ss. 322.091 and 322.1615 and of any
26  other applicable law or rule.
27         (2)  To a person who is at least 16 years of age but is
28  under 18 years of age unless the person meets the requirements
29  of s. 322.091 and holds a valid:
30         (a)  Learner's driver's license for at least 12 months,
31  with no moving traffic convictions, before applying for a

 1  license;
 2         (b)  Learner's driver's license for at least 12 months
 3  and who has a moving traffic conviction but elects to attend a
 4  traffic driving school for which adjudication must be withheld
 5  pursuant to s. 318.14; or
 6         (c)  License that was issued in another state or in a
 7  foreign jurisdiction and that would not be subject to
 8  suspension or revocation under the laws of this state.
