17 and insert:
18 (48) SPORTSMEN'S NATIONAL LAND TRUST LICENSE PLATES.--
19 (a) The department shall develop a Sportsmen's
20 National Land Trust license plate as provided in this section.
21 The word "Florida" must appear at the top of the plate, and
22 the words "Sportsmen's National Land Trust" must appear at the
23 bottom of the plate.
24 (b) The annual revenues from the sales of the license
25 plate shall be distributed to the Sportsmen's National Land
26 Trust. Such annual revenues must be used by the trust in the
27 following manner:
28 1. Fifty percent may be retained until fifty percent
29 of all startup costs for developing and establishing the plate
30 have been recovered.
31 2. Twenty-five percent must be used to fund programs

1 and projects within the state that preserve open space and
2 wildlife habitat, promote conservation, improve wildlife
3 habitat, and establish open space for the perpetual use of the
4 public.
5 3. Twenty-five percent may be used for promotion,
6 marketing, and administrative costs directly associated with
7 operation of the trust.
8 (c) When the provisions of subparagraph (b)1. are met,
9 those annual revenues shall be used for the purposes of
10 subparagraph (b)2.
11 (57) HOMEOWNERSHIP FOR ALL LICENSE PLATES.--
12 (a) The department shall develop a Homeownership For
13 All license plate as provided in this section. The word
14 "Florida" must appear at the top of the plate, and the words
15 "Support Homeownership For All" must appear at the bottom of
16 the plate.
17 (b) The annual use fees shall be distributed to
18 Homeownership For All, Inc., which may use a maximum of 10
19 percent of the proceeds to promote and market the plate. The
20 remainder of the proceeds shall be used by Homeownership For
21 All, Inc., to fund programs that provide, promote, or
22 otherwise support affordable housing in this state.
23 Section 3. Subsection (5) of section 320.0807, Florida
24 Statutes, is renumbered as subsection (6), and a new
25 subsection (5) is added to that section to read:
26 320.0807 Special license plates for Governor and
27 federal and state legislators.--
28 (5) Upon application by any current or former
29 President of the Senate and payment of the fees prescribed by
30 s. 320.0805, the department is authorized to issue a license
31 plate stamped in bold letters "Senate President" followed by

1 the number assigned by the department or chosen by the
2 applicant if it is not already in use. Upon application by any
3 current or former Speaker of the House of Representatives and
4 payment of the fees prescribed by s. 320.0805, the department
5 is authorized to issue a license plate stamped in bold letters
6 "House Speaker" followed by the number assigned by the
7 department or chosen by the applicant if it is not already in
8 use.
9 Section 4. Paragraph (fff) is added to subsection (4)
10 of section 320.08056, Florida Statutes, as amended by this
11 act, to read:
12 320.08056 Specialty license plates.--
13 (4) The following license plate annual use fees shall
14 be collected for the appropriate specialty license plates:
15 (fff) Future Farmers of America license plate, $25.
16 Section 5. Subsection (58) is added to section
17 320.08058, Florida Statutes,, as amended by this act, to read:
18 320.08058 Specialty license plates.--
19 (58) FUTURE FARMERS OF AMERICA LICENSE PLATES.--
20 (a) Notwithstanding s. 320.08053, the department shall
21 develop a Future Farmers of America license plate as provided
22 in this section. Future Farmers of America license plates must
23 bear the colors and design approved by the department. The
24 word "Florida" must appear at the top of the plate, and the
25 words "Agricultural Education" must appear at the bottom of
26 the plate.
27 (b) The license plate annual use fee shall be
28 distributed quarterly to the Florida Future Farmers of America
29 Foundation, Inc., to fund activities and services of the
30 Future Farmers of America.
31 (c) The Florida Future Farmers of America Foundation,

1 Inc., shall retain all revenue from the annual use fees until
2 all startup costs for developing and establishing the plates
3 have been recovered. Thereafter, up to 10 percent of the
4 annual use fee revenue may be used for administrative,
5 handling, and disbursement expenses and up to 5 percent may be
6 used for advertising and marketing costs. All remaining annual
7 use fee revenue shall be used by the Florida Future Farmers of
8 America Foundation, Inc., to fund its activities, programs,
9 and projects, including, but not limited to, student and
10 teacher leadership programs, the Foundation for Leadership
11 Training Center, teacher recruitment and retention, and other
12 special projects.
