4	Remove lines 86-110 and insert:
5	Section 3.  A pilot program for outsourcing driver license
6	services is authorized in Indian River County and may be
7	implemented by July 1, 2006. The Department of Highway Safety
8	and Motor Vehicles, upon request of the Indian River County Tax
9	Collector, is directed to implement such outsourcing through the
10	tax collector's office in Indian River County. Any necessary
11	equipment shall also be provided by the department. Approvals of
12	outsourcing to an outside entity shall be similar to approvals
13	required of state-approved private automobile tag and
14	registration entities. Service fees and services provided for
15	any outsourcing shall be negotiated by the tax collector and the
16	private entity. By February 1, 2007, the department and the tax
17	collector shall together provide a status report to the
18	President of the Senate and the Speaker of the House of
19	Representatives, which shall include, but not be limited to,
20	customer satisfaction, wait times, and cost efficiencies of the
21	program.
