13         Senate Amendment (with title amendment) 
14         Delete everything after the enacting clause
15  
16  and insert:  
17         Section 1.  Subsections (2) and (7) of section 1002.23,
18  Florida Statutes, are amended to read:
19         1002.23  Family and School Partnership for Student
20  Achievement Act.--
21         (2)  To facilitate meaningful parent and family
22  involvement, the Department of Education shall develop
23  guidelines for a parent guide to successful student
24  achievement which describes what parents need to know about
25  their child's educational progress and how they can help their
26  child to succeed in school. The guidelines shall include, but
27  need not be limited to:
28         (a)  Parental information regarding:
29         1.  Requirements for their child to be promoted to the
30  next grade, as provided for in s. 1008.25;
31         2.  Progress of their child toward achieving state and

Assessment results, including report cards and 3 progress reports; and 4 4. Qualifications of their child's teachers; and 5 5. School entry requirements, including required 6 immunizations and the recommended immunization schedule; 7 (b) Services available for parents and their children, 8 such as family literacy services; mentoring, tutorial, and 9 other academic reinforcement programs; college planning, 10 academic advisement, and student counseling services; and 11 after-school programs; 12 (c) Opportunities for parental participation, such as 13 parenting classes, adult education, school advisory councils, 14 and school volunteer programs; 15 (d) Opportunities for parents to learn about rigorous 16 academic programs that may be available for their child, such 17 as honors programs, dual enrollment, advanced placement, 18 International Baccalaureate, International General Certificate 19 of Secondary Education (pre-AICE), Advanced International 20 Certificate of Education, Florida Virtual High School courses, 21 and accelerated access to postsecondary education; 22 (e) Educational choices, as provided for in s. 23 1002.20(6), and corporate income tax credit scholarships, as 24 provided for in s. 220.187; 25 (f) Classroom and test accommodations available for 26 students with disabilities; and 27 (g) School board rules, policies, and procedures for 28 student promotion and retention, academic standards, student 29 assessment, courses of study, instructional materials, and 30 contact information for school and district offices; and 31 (h) Resources for information on student health and 2 2:49 PM 05/02/06 s2688c1d-26-e0a

The guide must: 8 (a) Be understandable to students and parents; 9 (b) Be distributed to all parents, students, and 10 school personnel at the beginning of each school year; 11 (c) Be discussed at the beginning of each school year 12 in meetings of students, parents, and teachers; and 13 (d) Include information concerning services, 14 opportunities, choices, academic standards, and student 15 assessment; and 16 (e) Provide information on the importance of student 17 health and available immunizations and vaccinations, 18 including, but not limited to: 19 1. A recommended immunization schedule in accordance 20 with United States Centers for Disease Control and Prevention 21 recommendations. 22 2. Detailed information regarding the causes, 23 symptoms, and transmission of meningococcal disease and the 24 availability, effectiveness, known contraindications, and 25 appropriate age for the administration of any required or 26 recommended vaccine against meningococcal disease, in 27 accordance with the recommendations of the Advisory Committee 28 on Immunization Practices of the United States Centers for 29 Disease Control and Prevention. 30 31 The parent guide may be included as a part of the code of 3 2:49 PM 05/02/06 s2688c1d-26-e0a

Subsection (6) of section 1002.42, Florida 3 Statutes, is amended to read: 4 1002.42 Private schools.-- 5 (6) IMMUNIZATIONS.--The governing authority of each 6 private school shall: 7 (a) Require students to present a certification of 8 immunization in accordance with the provisions of s. 9 1003.22(3)-(11). 10 (b) Provide information on the importance of student 11 health and available immunizations and vaccinations, 12 including, but not limited to: 13 1. A recommended immunization schedule in accordance 14 with United States Centers for Disease Control and Prevention 15 recommendations. 16 2.
