Immediately following Specific Appropriation 478, INSERT:

From the funds in Specific Appropriation 478, $1,000,000 shall be used 
to fund adult umbilical cord and embryonic stem cell research grants at 
the Johnnie B. Byrd Sr. Alzheimer's Center and Research Institute.  
Line item amendments are accepted as part of the amendatory process.  However, due to the necessity of using computerized systems this may entail a different placement
within a budget entity or the renumbering of the specific appropriation items.
