Immediately following the existing proviso for Specific Appropriation 
2683, INSERT:

The Office of Program Policy Analysis and Government Accountability 
(OPPAGA) shall conduct a comprehensive program review of the Black 
Business Investment Board, its subsidiaries or affiliates, and all nine 
Black Business Investment Corporations in the individual and collective 
performance of their statutory and contract duties imposed under ss. 
288.707-714, F.S.  OPPAGA shall provide a report of its findings and 
recommendations for legislative changes to the program by February 1, 
2007 to the Governor, President of the Senate and Speaker of the House 
of Representatives.

Line item amendments are accepted as part of the amendatory process.  However, due to the necessity of using computerized systems this may entail a different placement
within a budget entity or the renumbering of the specific appropriation items.
