| 11 | Be It Enacted by the Legislature of the State of Florida: |
| 12 |
|
| 13 | Section 1. Paragraph (x) of subsection (4) of section |
| 14 | 320.08056, Florida Statutes, is amended, and paragraphs (eee) |
| 15 | and (fff) are added to that subsection, to read: |
| 16 | 320.08056 Specialty license plates.-- |
| 17 | (4) The following license plate annual use fees shall be |
| 18 | collected for the appropriate specialty license plates: |
| 19 | (x) Florida Sheriffs Youth Ranches license plate, $25 $20. |
| 20 | (eee) A State of Vision license plate, $25. |
| 21 | (fff) Future Farmers of America license plate, $25. |
| 22 | Section 2. Subsections (57) and (58) are added to section |
| 23 | 320.08058, Florida Statutes, to read: |
| 24 | 320.08058 Specialty license plates.-- |
| 25 | (57) A STATE OF VISION LICENSE PLATES.-- |
| 26 | (a) The department shall develop an A State of Vision |
| 27 | license plate as provided in this section. A State of Vision |
| 28 | license plates must bear the colors and design approved by the |
| 29 | department. The word "Florida" must appear at the top of the |
| 30 | plate, and the words "A State of Vision" must appear at the |
| 31 | bottom of the plate. |
| 32 | (b) The license plate annual use fees shall be distributed |
| 33 | quarterly to the Florida Association of Agencies Serving the |
| 34 | Blind, Inc., to fund direct-support services to blind and |
| 35 | visually impaired people. |
| 36 | (c) The Florida Association of Agencies Serving the Blind, |
| 37 | Inc., shall retain all revenue from the annual use fees until |
| 38 | all startup costs for developing and establishing the plates |
| 39 | have been recovered. Thereafter, up to 5 percent of the annual |
| 40 | use fee revenue shall be used for administrative costs and up to |
| 41 | 20 percent shall be used for promotion and marketing of the |
| 42 | specialty license plate. All remaining annual use fee revenue |
| 43 | shall be used by the Florida Association of Agencies Serving the |
| 44 | Blind, Inc., to fund its activities, programs, and projects |
| 45 | within the state through its local nonprofit organizations' |
| 46 | direct-support services to blind and visually impaired people. |
| 47 | (58) FUTURE FARMERS OF AMERICA LICENSE PLATES.-- |
| 48 | (a) Notwithstanding the provisions of s. 320.08053, the |
| 49 | department shall develop a Future Farmers of America license |
| 50 | plate as provided in this section. Future Farmers of America |
| 51 | license plates must bear the colors and design approved by the |
| 52 | department. The word "Florida" must appear at the top of the |
| 53 | plate, and the words "Agricultural Education" must appear at the |
| 54 | bottom of the plate. |
| 55 | (b) The license plate annual use fee shall be distributed |
| 56 | quarterly to the Florida Future Farmers of America Foundation, |
| 57 | Inc., to fund activities and services of the Future Farmers of |
| 58 | America. |
| 59 | (c) The Florida Future Farmers of America Foundation, |
| 60 | Inc., shall retain all revenue from the annual use fees until |
| 61 | all startup costs for developing and establishing the plates |
| 62 | have been recovered. Thereafter, up to 10 percent of the annual |
| 63 | use fee revenue may be used for administrative, handling, and |
| 64 | disbursement expenses and up to 5 percent may be used for |
| 65 | advertising and marketing costs. All remaining annual use fee |
| 66 | revenue shall be used by the Florida Future Farmers of America |
| 67 | Foundation, Inc., to fund its activities, programs, and |
| 68 | projects, including, but not limited to, student and teacher |
| 69 | leadership programs, the Foundation for Leadership Training |
| 70 | Center, teacher recruitment and retention, and other special |
| 71 | projects. |
| 72 | Section 3. This act shall take effect July 1, 2006. |
