| 5 | Section 29. In order to implement specific appropriations |
| 6 | for salaries and benefits in the 2006-2007 General |
| 7 | Appropriations Act, section 220.192, Florida Statutes, is |
| 8 | created to read: |
| 9 | 220.192 Credits for contributions to the Term-Limited |
| 10 | Legislators Rehabilitation Pilot Project.-- |
| 11 | (1) PURPOSE.--The purpose of this section is to encourage |
| 12 | private, voluntary contributions to the Term-Limited Legislators |
| 13 | Rehabilitation Pilot Project. |
| 14 | (2) DEFINITIONS.--As used in this section, the term: |
| 15 | (a) "Term-Limited Legislators Rehabilitation Pilot |
| 16 | Project" means a ground-breaking, trail-blazing program that |
| 17 | shall serve a currently unserved population. The outreach gap |
| 18 | shall be closed through intense research and location combing. |
| 19 | Eligible participants begin with Florida the Class of 1998. |
| 20 | Participants shall be served a complete array of mental health |
| 21 | assistive skills, including door opening, wholesome meal |
| 22 | preparation, historic reflective meditation, and remedial |
| 23 | magazine and novel reading. A spousal and progeny reacquaintance |
| 24 | track shall be established with an individualized case plan. |
| 25 | Behavioral modification shall support silence in crowded rooms |
| 26 | overcoming all urges of speech making. Door-to-door walking |
| 27 | shall couple with economic development and interpersonal skills |
| 28 | enhancement for the purveying of combs, brushes, and other |
| 29 | personal hygiene household needs leading to the global on-ramp. |
| 30 | Participants shall explore humility by drafting sustainable |
| 31 | community support letters to the editor which shall never be |
| 32 | published. Stake holders shall be assured of self-esteem as all |
| 33 | phases of successful re-entry into the citizenry shall be |
| 34 | encompassed in this ground-breaking, trail-blazing program. An |
| 35 | executive director shall be designated from eligible |
| 36 | participants. To the extent federal funds are available to |
| 37 | augment the services in this program, all diligent efforts shall |
| 38 | be undertaken to draw down matching funds. Any local assistance |
| 39 | shall be coordinated in an articulation agreement. |
| 40 | (b) "Eligible contribution" means a monetary contribution |
| 41 | from a taxpayer to the Term-Limited Legislators Rehabilitation |
| 42 | Pilot Project. |
| 43 | (3) AUTHORIZATION TO GRANT TAX CREDITS; LIMITATIONS ON |
| 44 | INDIVIDUAL AND TOTAL CREDITS.-- |
| 45 | (a) There is allowed a credit of 100 percent of an |
| 46 | eligible contribution against any tax due for a taxable year |
| 47 | under this chapter. |
| 48 | (b) The total amount of tax credit which may be granted |
| 49 | each state fiscal year under this section is $1.5 million. |
| 50 | (4) REPEAL.--This section expires July 1, 2007. |
