6An act relating to public school magnet programs; creating
7s. 1011.755, F.S.; creating a matching grant program to
8enable school districts to establish magnet programs in
9certain schools; providing for program administration;
10requiring submission of proposals and distribution of
11funds; providing for implementation to the extent funds
12are appropriated; providing an effective date.

14Be It Enacted by the Legislature of the State of Florida:
15
16     Section 1.  Section 1011.755, Florida Statutes, is created
17to read:
18     1011.755  Magnet program grants.--
19     (1)  There is created a one-to-one matching grant program
20to provide funds to school districts with magnet programs that
21have large waiting lists to enable the school districts to
22replicate the programs in other schools.
23     (2)  The matching grant program shall be administered by
24the Department of Education. A district school board must submit
25an application proposing the expansion of a magnet program to
26other schools in the school district. The proposal must include
27projected enrollment, costs for the magnet program, district
28match commitment and fund source, and such other information as
29the department may require. Upon approval, the Commissioner of
30Education shall authorize distribution of state one-to-one
31matching funds to the school district which may be used for
32personnel, supplies, student services, or other expenses
33associated with the expansion of a magnet program as determined
34in the grant application.
35     (3)  The matching grant program shall be implemented to the
36extent funds are appropriated in the General Appropriations Act
37to the Department of Education for this purpose.
38     Section 2.  This act shall take effect July 1, 2006.
