| 4 | Remove lines 2561-2584 and insert: |
| 5 | 3. A description of and a nonbinding estimate of the cost |
| 6 | of the nuclear power plant, including the cost for waste |
| 7 | disposal and a comparison of costs for other fuel sources and |
| 8 | energy efficiency. |
| 9 | 4. The annualized base revenue requirement for the first |
| 10 | 12 months of operation of the nuclear power plant. |
| 11 | 5. Information on whether there were any discussions with |
| 12 | any electric utilities regarding ownership of a portion of the |
| 13 | plant by such electric utilities. |
| 14 | (b) In making its determination, the commission shall take |
| 15 | into account matters within its jurisdiction, which it deems |
| 16 | relevant, including whether the nuclear power plant will: |
| 17 | 1. Provide needed base-load capacity. |
| 18 | 2. Enhance the reliability of electric power production |
| 19 | within the state by improving the balance of power plant fuel |
| 20 | diversity and reducing Florida's dependence on fuel oil and |
| 21 | natural gas. |
| 22 | 3. Provide the most cost-effective source of power |
| 23 | including conservation and efficiency measures, taking into |
| 24 | account the need to improve the balance of fuel diversity, |
| 25 | reduce Florida's dependence on fuel oil and natural gas, reduce |
| 26 | air emission compliance costs, and contribute to the long-term |
| 27 | stability and reliability of the electric grid. |
| 28 | (c) Rule 25-22.082, Florida Administrative Code, shall be |
| 29 | applicable to a nuclear power plant sited under this act, |
| 30 | including provisions for cost recovery, and an applicant shall |
| 31 | be required to secure competitive |
