| 5 | WHEREAS, John Phelps began his dedicated service to the |
| 6 | Florida House of Representatives in 1974 as a Legislative Fellow |
| 7 | in the House Intern Program, and |
| 8 | WHEREAS, John Phelps has served the Florida House in a |
| 9 | multitude of capacities since 1974, including Legislative |
| 10 | Analyst, Executive Assistant to the Speaker, Staff Director of |
| 11 | the Rules Committee, and Deputy Clerk, and in 1986 was elected |
| 12 | Clerk of the Florida House of Representatives, and |
| 13 | WHEREAS, John Phelps has served as Clerk of the Florida |
| 14 | House of Representatives during an era of great change and has |
| 15 | been in the forefront of implementing technological advances in |
| 16 | modernizing the operation of the Clerk's Office during the past |
| 17 | 20 years, and |
| 18 | WHEREAS, John Phelps has distinguished himself nationally |
| 19 | among other Legislative Clerks and brought great credit and |
| 20 | respect to the Florida House of Representatives by holding many |
| 21 | national offices, including Chair of the Mason's Manual |
| 22 | Commission, the Staff Chair of the National Conference of State |
| 23 | Legislatures, and the President of the American Society of |
| 24 | Legislative Clerks and Secretaries, and |
| 25 | WHEREAS, John Phelps has further distinguished himself on |
| 26 | an international level as a consultant for the Center for |
| 27 | International Development, a consultant for AMIDEAST, and Chair |
| 28 | of the International Task Force of the Legislative Staff |
| 29 | Coordinating Committee for the National Conference of State |
| 30 | Legislatures, working with legislative institutions in Iraq, |
| 31 | Palestine, Ghana, Zambia, Zimbabwe, Costa Rica, El Salvador, |
| 32 | Guatemala, and Honduras, and |
| 33 | WHEREAS, John Phelps has been recognized for outstanding |
| 34 | services as the recipient of numerous awards for legislative |
| 35 | achievement, including the 2005 Award for Distinguished Service |
| 36 | presented by the American Society of Legislative Clerks and |
| 37 | Secretaries, and |
| 38 | WHEREAS, the example set by John Phelps of personal |
| 39 | dignity, of meticulous attention to detail, and of respect for |
| 40 | the integrity of proper legislative procedure has inspired staff |
| 41 | and legislators for more than 30 years, and |
| 42 | WHEREAS, the innovations implemented by John Phelps have |
| 43 | led to recognition of the Florida Legislature as a national |
| 44 | leader among state legislatures, and |
| 45 | WHEREAS, John Phelps has served the following Speakers as |
| 46 | Clerk of the Florida House of Representatives: Jon Mills, Tom |
| 47 | Gustafson, T.K. Wetherell, Bo Johnson, Peter Rudy Wallace, |
| 48 | Daniel Webster, John Thrasher, Tom Feeney, Johnnie Byrd, and |
| 49 | Allan Bense, and |
| 50 | WHEREAS, John Phelps has always lent a guiding hand to all |
| 51 | members, has been a source of steady wisdom, and has been a |
| 52 | great friend to the members and staff of the Florida House of |
| 53 | Representatives and to all Floridians, NOW, THEREFORE, |

| 55 | Be It Resolved by the House of Representatives of the State of |
| 56 | Florida: |

| 58 | That the House of Representatives commends John Phelps, a |
| 59 | true and dedicated Florida Scholar, archivist, and participant |
| 60 | in Florida history, on his service to the State of Florida and |
| 61 | hereby expresses its heartfelt appreciation and affection. |
| 62 | BE IT FURTHER RESOLVED that a copy of this resolution be |
| 63 | presented to John Phelps as a tangible token of the sentiments |
| 64 | expressed herein. |
