| 11 | providing for student participation in the pilot program |
| 12 | and for the provision of certain information to parents; |
| 13 | requiring a report to the Legislature; providing an |
| 14 | appropriation; providing an effective date. |

| 16 | Be It Enacted by the Legislature of the State of Florida: |
| 17 |
|
| 18 | Section 1. Signs of Suicide Prevention Program for |
| 19 | secondary schools; pilot program; legislative intent.-- |
| 20 | (1) It is the intent of the Legislature to provide support |
| 21 | and funding for a suicide and depression prevention pilot |
| 22 | program conducted by the Signs of Suicide Prevention Program for |
| 23 | secondary schools, hereinafter referred to as "SOS." The pilot |
| 24 | program shall encourage collaboration with local mental health |
| 25 | facilities and individual professionals. |
| 26 | (2) During the 2006-2007 fiscal year, an SOS pilot program |
| 27 | shall be conducted in Brevard, Orange, Osceola, and Seminole |
| 28 | counties. In order to receive funding under this act, an SOS |
| 29 | entity for a county authorized to participate in the pilot |
| 30 | program must submit to the Department of Education by September |
| 31 | 1, 2006, a proposal for suicide and depression prevention for |
| 32 | secondary school students who attend school in that county. The |
| 33 | pilot program shall provide school personnel in each |
| 34 | participating school with the materials necessary for |
| 35 | implementation. |
| 36 | (3) The parent of each student in a participating school |
| 37 | shall be provided with a copy of program information and a |
| 38 | screening form to assist the parent in the identification of |
| 39 | depression and suicidal tendencies and to help initiate family |
| 40 | discussions. |
| 41 | (4) By January 1, 2007, the district school board of each |
| 42 | participating county shall provide to the President of the |
| 43 | Senate and the Speaker of the House of Representatives a report |
| 44 | that includes an itemized list of program costs, an evaluation |
| 45 | of participating schools, an assessment of the quality of the |
| 46 | program components, an assessment of the safety of program |
| 47 | implementation, an assessment of the burden on school support |
| 48 | staff after implementation of the program, an assessment of the |
| 49 | efficacy of the program, and recommendations regarding program |
| 50 | effects and outcomes. The information shall be reported for the |
| 51 | pilot program in the aggregate, for each participating county, |
| 52 | and for each participating school in each participating county. |
| 53 | Section 2. The sum of $600,000 is appropriated from the |
| 54 | General Revenue Fund to the Department of Education for the |
| 55 | 2006-2007 fiscal year to be distributed to the Michael Buonauro |
| 56 | Foundation to implement the Signs of Suicide Prevention Program |
| 57 | as a pilot program for secondary schools in Brevard, Orange, |
| 58 | Osceola, and Seminole counties in accordance with this act. The |
| 59 | Michael Buonauro Foundation shall provide matching funds in the |
| 60 | amount of $600,000 in order to receive the appropriation from |
| 61 | the General Revenue Fund. |
| 62 | Section 3. This act shall take effect July 1, 2006. |
