A bill to be entitled
2An act relating to the Southwest Florida Water Management
3District; amending s. 373.073, F.S.; revising the
4residency requirements for vacancies on the governing
5board of the district; providing an effective date.

7Be It Enacted by the Legislature of the State of Florida:

9     Section 1.  Paragraph (e) of subsection (2) of section
10373.073, Florida Statutes, is amended to read:
11     373.073  Governing board.--
12     (2)  Membership on governing boards shall be selected from
13candidates who have significant experience in one or more of the
14following areas, including, but not limited to: agriculture, the
15development industry, local government, government-owned or
16privately owned water utilities, law, civil engineering,
17environmental science, hydrology, accounting, or financial
18businesses. Notwithstanding the provisions of any other general
19or special law to the contrary, vacancies in the governing
20boards of the water management districts shall be filled
21according to the following residency requirements, representing
22areas designated by the United States Water Resources Council in
23United States Geological Survey, River Basin and Hydrological
24Unit Map of Florida--1975, Map Series No. 72:
25     (e)  Southwest Florida Water Management District:
26     1.  Two members shall reside in Hillsborough County.
27     2.  One member shall reside in the area consisting of
28Hillsborough and Pinellas Counties.
29     2.3.  Two members shall reside in Pinellas County.
30     3.4.  One member shall reside in Manatee County.
31     4.5.  Two members One member shall reside in Polk County.
32     5.6.  One member shall reside in Pasco County.
33     6.7.  One member shall be appointed at large from Levy,
34Marion, Citrus, Sumter, Hernando, and Lake Counties.
35     7.8.  One member shall be appointed at large from Sarasota,
36Hardee, DeSoto, Charlotte, and Highlands Counties.
37     8.9.  One member shall be appointed at large from Levy,
38Marion, Citrus, Sumter, Hernando, Lake, Sarasota and, Hardee,
39DeSoto, Charlotte, and Highlands Counties.

41A No county described in subparagraph 6. 7., subparagraph 7. 8.,
42or subparagraph 8. may not 9. shall have more than one member on
43the governing board.
44     Section 2.  This act shall take effect upon becoming a law.
