| 10 | WHEREAS, the Everglades is one of the most unique and |
| 11 | fragile ecosystems in the world, and |
| 12 | WHEREAS, the Legislature and the Congress of the United |
| 13 | States have long recognized that the Everglades is imperiled and |
| 14 | must be restored, and |
| 15 | WHEREAS, the Comprehensive Everglades Restoration Plan was |
| 16 | approved by Congress as a framework for restoration of the |
| 17 | Everglades in the Water Resources Development Act of 2000, and |
| 18 | WHEREAS, the Comprehensive Everglades Restoration Plan will |
| 19 | restore more than 2.4 million acres of the south Florida |
| 20 | ecosystem while meeting the other water-related needs of the |
| 21 | region, and |
| 22 | WHEREAS, the Legislature and the governing board of the |
| 23 | South Florida Water Management District have appropriated more |
| 24 | than $2 billion to implement the Comprehensive Everglades |
| 25 | Restoration Plan since the passage of the Water Resources |
| 26 | Development Act of 2000, and |
| 27 | WHEREAS, the Legislature and the governing board of the |
| 28 | South Florida Water Management District have provided more than |
| 29 | 90 percent of the funding to implement the plan, and the South |
| 30 | Florida Water Management District has begun construction on the |
| 31 | initial conditionally authorized projects, and |
| 32 | WHEREAS, the Water Resources Development Act of 2000 |
| 33 | approved the restoration plan as a full and equal partnership |
| 34 | between the state government and the Federal Government, and |
| 35 | WHEREAS, the Indian River Lagoon and Picayune Strand |
| 36 | projects and 10 conditionally authorized projects require |
| 37 | authorization from Congress, NOW, THEREFORE, |
| 38 |

| 39 | Be It Resolved by the Legislature of the State of Florida: |
| 40 |
|
| 41 | That the Congress of the United States is requested to |
| 42 | fully authorize the conditionally approved projects in section |
| 43 | 601 of the Water Resources Development Act of 2000 and the |
| 44 | Indian River Lagoon and Picayune Strand projects in the |
| 45 | Comprehensive Everglades Restoration Plan and to provide funding |
| 46 | for the federal share of the full and equal partnership. |
| 47 | BE IT FURTHER RESOLVED that copies of this memorial be |
| 48 | dispatched to the President of the United States, to the |
| 49 | President of the United States Senate, to the Speaker of the |
| 50 | United States House of Representatives, and to each member of |
| 51 | the Florida delegation to the United States Congress. |
