4     Amendment (with title amendment)
5     Remove everything after the enacting clause and insert:
6     Section 1.  Section 1012.225, Florida Statutes, is created
7to read:
8     1012.225  Salaries for instructional personnel.--
9     (1)  Subject to appropriation by the Legislature, any funds
10appropriated for the purposes of this section shall be used for
11increasing teachers' compensation to the national average as
12determined by the United States Department of Education.
13     (a)  By July 1, 2012, the beginning salary for full-time
14public school teachers shall be no less than the national
15average beginning salary for full-time public school teachers.
16     (b)  By July 1 2012, the average salary for full-time
17public school teachers shall be no less than the national
18average salary for full-time public school teachers.
19     (c)  The increases in the beginning and the average full-
20time public school teacher salaries shall be independent of
21employee benefits and shall not alter, jeopardize, or decrease
22existing employee benefits. Payment of the costs associated with
23increasing beginning and average teacher salaries is the
24responsibility of the state and not of school districts.
25     (2)  Nothing in this section shall impair collective
26bargaining.
27     Section 2.  Proviso language in Specific Appropriation 91
28of the 2006-2007 General Appropriations Act, chapter 2006-25,
29Laws of Florida, and section 3 of chapter 2006-26, Laws of
30Florida, relating to the Special Teachers Are Rewarded
31performance pay plan (STAR Plan), are repealed.
32     Section 3.  Effective June 30, 2007, s. 1012.22(1)(c)4.,
33Florida Statutes, is repealed. Rules adopted by the State Board
34of Education pursuant to s. 1012.22, Florida Statutes, which are
35in conflict with this act are suspended.
36     Section 4.  Except as otherwise expressly provided in this
37act, this act shall take effect upon becoming a law.

51performance-pay policy for school administrators and
52instructional personnel; suspending rules adopted by the
53State Board of Education that are in conflict with the
54act; providing effective dates.
