  1                      A bill to be entitled

  2         An act relating to Live the Dream license

  3         plates; amending s. 320.08058, F.S.; revising

  4         the use of funds received from sale of the

  5         plates; providing an effective date.

  7  Be It Enacted by the Legislature of the State of Florida:

  8  

  9         Section 1.  Paragraph (b) of subsection (49) of section

10  320.08058, Florida Statutes, is amended to read:

11         320.08058  Specialty license plates.--

12         (49)  LIVE THE DREAM LICENSE PLATES.--

13         (b)  The proceeds of the annual use fee shall be

14  distributed to the Dream Foundation, Inc. The Dream

15  Foundation, Inc., shall retain the first $60,000 in proceeds

16  from the annual use fees as reimbursement for administrative

17  costs, startup costs, and costs incurred in the approval

18  process. Thereafter, up to 25 percent shall be used for

19  continuing promotion and marketing of the license plate and

20  concept. The remaining funds shall be used in the following

21  manner:

22         1.  Twenty-five percent shall be distributed equally

23  among the sickle cell organizations that are Florida members

24  of the Sickle Cell Disease Association of America, Inc., as

25  grants for programs that provide research, care, and treatment

26  for sickle cell disease.

27         2.  Twenty-five percent shall be distributed to the

28  Florida chapter of the March of Dimes for programs and

29  services that improve the health of babies through the

30  prevention of birth defects and infant mortality.

 1         3.  Ten percent shall be distributed to the Florida

 2  Association of Healthy Start Coalitions to decrease racial

 3  disparity in infant mortality and to increase healthy birth

 4  outcomes. Funding will be used by local Healthy Start

 5  Coalitions to provide services and increase screening rates

 6  for high-risk pregnant women, children under 4 years of age,

 7  and women of childbearing age.

 8         4.  Ten percent shall be distributed to the Community

 9  Partnership for Homeless, Inc., for programs that provide

10  relief from poverty, hunger, and homelessness.

11         5.  Five percent of the proceeds shall be used by the

12  foundation for administrative costs directly associated with

13  operations as they relate to the management and distribution

14  of the proceeds.

15         Section 2.  This act shall take effect July 1, 2007.
