A bill to be entitled
2An act relating to Live the Dream license plates; amending
3s. 320.08058, F.S.; revising use of funds received from
4sale of the plates; providing an effective date.

6Be It Enacted by the Legislature of the State of Florida:
7
8     Section 1.  Paragraph (b) of subsection (49) of section
9320.08058, Florida Statutes, is amended to read:
10     320.08058   Specialty license plates.--
11     (49)  LIVE THE DREAM LICENSE PLATES.--
12     (b)  The proceeds of the annual use fee shall be
13distributed to the Dream Foundation, Inc. The Dream Foundation,
14Inc., shall retain the first $60,000 in proceeds from the annual
15use fees as reimbursement for administrative costs, startup
16costs, and costs incurred in the approval process. Thereafter,
17up to 25 percent shall be used for continuing promotion and
18marketing of the license plate and concept. The remaining funds
19shall be used in the following manner:
20     1.  Twenty-five percent shall be distributed equally among
21the sickle cell organizations registered with the state as
22grants for programs that provide research, care, and treatment
23for sickle cell disease.
24     2.  Twenty-five percent shall be distributed to the Florida
25chapter of the March of Dimes for programs and services that
26improve the health of babies through the prevention of birth
27defects and infant mortality.
28     3.  Ten percent shall be distributed to the Florida
29Association of Healthy Start Coalitions to decrease racial
30disparity in infant mortality and to increase healthy birth
31outcomes. Funding will be used by local Healthy Start Coalitions
32to provide services and increase screening rates for high-risk
33pregnant women, children under 4 years of age, and women of
34childbearing age.
35     4.  Ten percent shall be distributed to the Community
36Partnership for Homeless, Inc., for programs that provide relief
37from poverty, hunger, and homelessness.
38     5.  Five percent of the proceeds shall be used by the
39foundation for administrative costs directly associated with
40operations as they relate to the management and distribution of
41the proceeds.
42     Section 2.  This act shall take effect July 1, 2007.
