| 6 | Be It Enacted by the Legislature of the State of Florida: |
| 7 |
|
| 8 | Section 1. Paragraph (b) of subsection (49) of section |
| 9 | 320.08058, Florida Statutes, is amended to read: |
| 10 | 320.08058 Specialty license plates.-- |
| 11 | (49) LIVE THE DREAM LICENSE PLATES.-- |
| 12 | (b) The proceeds of the annual use fee shall be |
| 13 | distributed to the Dream Foundation, Inc. The Dream Foundation, |
| 14 | Inc., shall retain the first $60,000 in proceeds from the annual |
| 15 | use fees as reimbursement for administrative costs, startup |
| 16 | costs, and costs incurred in the approval process. Thereafter, |
| 17 | up to 25 percent shall be used for continuing promotion and |
| 18 | marketing of the license plate and concept. The remaining funds |
| 19 | shall be used in the following manner: |
| 20 | 1. Twenty-five percent shall be distributed equally among |
| 21 | the sickle cell organizations registered with the state as |
| 22 | grants for programs that provide research, care, and treatment |
| 23 | for sickle cell disease. |
| 24 | 2. Twenty-five percent shall be distributed to the Florida |
| 25 | chapter of the March of Dimes for programs and services that |
| 26 | improve the health of babies through the prevention of birth |
| 27 | defects and infant mortality. |
| 28 | 3. Ten percent shall be distributed to the Florida |
| 29 | Association of Healthy Start Coalitions to decrease racial |
| 30 | disparity in infant mortality and to increase healthy birth |
| 31 | outcomes. Funding will be used by local Healthy Start Coalitions |
| 32 | to provide services and increase screening rates for high-risk |
| 33 | pregnant women, children under 4 years of age, and women of |
| 34 | childbearing age. |
| 35 | 4. Ten percent shall be distributed to the Community |
| 36 | Partnership for Homeless, Inc., for programs that provide relief |
| 37 | from poverty, hunger, and homelessness. |
| 38 | 5. Five percent of the proceeds shall be used by the |
| 39 | foundation for administrative costs directly associated with |
| 40 | operations as they relate to the management and distribution of |
| 41 | the proceeds. |
| 42 | Section 2. This act shall take effect July 1, 2007. |
