| 4 | Remove lines 1182-1255 and insert: |
| 5 | or plan provisions, including recommendations to amend the local |
| 6 | government comprehensive plan and corresponding regulations, |
| 7 | ordinances, and other policies. At a minimum, each advisory |
| 8 | committee shall submit a report to the local governing body that |
| 9 | includes make recommendations on, and every 2 years thereafter |
| 10 | evaluates the implementation of, affordable housing incentives |
| 11 | in the following areas: |
| 12 | (a) The processing of approvals of development orders or |
| 13 | permits, as defined in s. 163.3164(7) and (8), for affordable |
| 14 | housing projects is expedited to a greater degree than other |
| 15 | projects. |
| 16 | (b) The modification of impact-fee requirements, including |
| 17 | reduction or waiver of fees and alternative methods of fee |
| 18 | payment for affordable housing. |
| 19 | (c) The allowance of flexibility in densities increased |
| 20 | density levels for affordable housing. |
| 21 | (d) The reservation of infrastructure capacity for housing |
| 22 | for very-low-income persons, and low-income persons, and |
| 23 | moderate income persons. |
| 24 | (e) The allowance of affordable accessory residential |
| 25 | units in residential zoning districts. |
| 26 | (f) The reduction of parking and setback requirements for |
| 27 | affordable housing. |
| 28 | (g) The allowance of flexible lot configurations, |
| 29 | including zero-lot-line configurations for affordable housing. |
| 30 | (h) The modification of street requirements for affordable |
| 31 | housing. |
| 32 | (i) The establishment of a process by which a local |
| 33 | government considers, before adoption, policies, procedures, |
| 34 | ordinances, regulations, or plan provisions that increase the |
| 35 | cost of housing. |
| 36 | (j) The preparation of a printed inventory of locally |
| 37 | owned public lands suitable for affordable housing. |
| 38 | (k) The support of development near transportation hubs |
| 39 | and major employment centers and mixed-use developments. |
| 40 |

| 41 | The advisory committee recommendations may must also include |
| 42 | other affordable housing incentives identified by the advisory |
| 43 | committee. Local governments that receive the minimum allocation |
| 44 | under the State Housing Initiatives Partnership Program shall |
| 45 | perform the initial review, but may elect to not perform the |
| 46 | biennial review. |
| 47 | (5) The advisory committee shall be cooperatively staffed |
| 48 | by the local government planning and housing departments to |
| 49 | ensure that an integrated approach is brought to the committee's |
| 50 | work. |
| 51 | (6)(5) The approval by the advisory committee of its local |
| 52 | housing incentive strategies recommendations and its review of |
| 53 | local government implementation of previously recommended |
| 54 | strategies must be made by affirmative vote of a majority of the |
| 55 | membership of the advisory committee taken at a public hearing. |
| 56 | Notice of the time, date, and place of the public hearing of the |
| 57 | advisory committee to adopt final local housing incentive |
| 58 | strategies recommendations must be published in a newspaper of |
| 59 | general paid circulation in the county. Such notice must contain |
| 60 | a short and concise summary of the local housing incentives |
| 61 | strategies recommendations to be considered by the advisory |
| 62 | committee. The notice must state the public place where a copy |
| 63 | of the tentative advisory committee recommendations can be |
| 64 | obtained by interested persons. |
| 65 | (7)(6) Within 90 days after the date of receipt of the |
| 66 | local housing incentive strategies recommendations from the |
| 67 | advisory committee, the governing body of the appointing local |
| 68 | government shall adopt an amendment to its local housing |
| 69 | assistance plan to incorporate the local housing incentive |
| 70 | strategies it will implement within its jurisdiction. The |
| 71 | amendment must include, at a minimum, the local housing |
| 72 | incentive strategies required in s. 420.9071(16). The local |
| 73 | government must consider the strategies specified in paragraphs |
| 74 | (4)(a)-(k) as recommended by the advisory committee (4)(a)-(j). |
| 75 | (8) The advisory committee may perform other |
| 76 | responsibilities at the request of the local government, |
| 77 | including: |
| 78 | (a) The provision of mentoring services to affordable |
| 79 | housing partners, including developers, banking institutions, |
| 80 | employers, and others to identify available incentives, assist |
| 81 | with applications for funding requests, and develop partnerships |
| 82 | between various parties. |
| 83 | (b) The creation of best practices for development of |
| 84 | affordable housing in the community. |
